Men - what do you think?

If a man approaches or walks by two women and the first thing that enters his mind is to tell one of the ladies that she looks cute, great in that dress, etc. and never says anything like that to the other lady, does this mean that the man subconsciously or unconsciously considers the lady he compliments better looking? Please bear in mind that the two women are simply acquaintances and definitely not like sisters or good friends. This scenario could take place in the workplace or just in the neighborhood where these people live. Should the lady who is not complimented by this man feel that she is considered the less attractive of the two? By the way, in reality this lady is by no means unattractive but is never complimented by this man. Do you think this man considers one lady more attractive? I appreciate your answers.
